My 518, September 8, 3 p.m. I have learned tonight on good authority that the Japanese Ambassador has had several interviews during the last few days with Molotov and that at a 4 hours’ conference this afternoon it was agreed to settle amicably all points at issue between Japan and the Soviet Union. My informant further stated that this agreement may result in the conclusion of a Soviet-Japanese treaty of non-aggression.
