The Ambassador in Japan (Grew) to the Secretary of State

700. Our 699, December 22, 9 p.m., paragraph 6.

1.
The Foreign Office spokesman released last night a statement in Japanese, of which the following is our translation:

“During the conversation on December 22 between Foreign Minister Nomura and Grew, the latter indicated on the basis of instructions which he had received from his Government that a treatyless situation will probably not arise between Japan and the United States. [Page 630] Although further conversations will be necessary to determine what measures are to be taken, a strong light has been cast on the situation with regard to which there has been apprehension in commercial circles both in Japan and the United States. It has been made clear that favorable developments in relations between the two countries are to take place.”

2.
We are informed that the Foreign Office gave out no other version.
