303. In further reference to your proposed address:97 While we realize that you intended upon returning to your post to give further thought, in the light of any new trends that may have developed in Japanese attitude and opinion, to the manner in which the Japanese might be expected to react to your proposed address, we are sure that you will appreciate that a primary consideration should be the preservation and strengthening of your wholesome influence with the Japanese Government.
