Reference Canton’s October 23, 3 p.m.20 Japanese Consul General has officially informed me that all currency restrictions will be removed effective today but adds that “If speculation is repeated by residents of Shameen the authorities will be obliged to take appropriate steps.”

Details will be reported by despatch.20
