393.115 Tung or Wood Oil/255: Telegram

The Consul General at Hankow (Spiker) to the Secretary of State

Reference your [Shanghai’s] 825, September 15, 7 p.m., to the Department and Department’s 250 [350] September 16, 5 p.m.,10 in regard to wood oil. Local holders of American wood oil have been advised in the sense of the above telegrams and are seeking authorization from their Shanghai offices to proceed with direct negotiations here. All firms have decided to follow procedure suggested by Japanese military.

Acting Japanese Consul General has informed me that N. Y. K. steamer Taketoyo Maru is due to load second shipment of American wood oil here on October 15.11
