The Secretary of State to the Consul General at Shanghai (Gauss)
320. Your 765, August 23, 4 p.m.,4 in regard to wood oil at Hankow. In addition to the firms mentioned in paragraph 1 of the Department’s 270, July 29, 3 p.m., the Department has also been approached by Arnhold and Company of New York which states that its affiliate at Hankow, the Arnhold Trading Company, holds on its behalf approximately 2,000 tons of oil which has been fully paid for and which is required for delivery to the paint and varnish industry in the United States.
The Department is confident that every effort is being made to expedite the making of such arrangements as may be required to effect the removal to Shanghai of such wood oil now at Hankow as is owned by or under contract for delivery to American firms.
Sent to Shanghai. Shanghai please repeat to Tokyo. Repeated to Hankow, Chungking and Peiping.
