29. Department’s 15, January 19, 7 p.m., in regard to exchange control and import and export restrictions at Chefoo. In view of subsequent telegrams from Chefoo and Peiping’s 66, February 3, noon,88 as well as continued receipt by the Department of requests for action from interested firms in the United States, Department desires that, if you have not already done so, you make an approach to the Japanese Foreign Office along the lines indicated in the telegram under reference.
