“59, January 16, 8 p.m., Premier this evening announced that State Council today decided in view of Manchukuo’s alliance with [Page 5] Japan and fundamental enmity toward communism to join Anti-Comintern Pact and immediately to begin negotiations with parties thereto looking to formal adherence”.
Repeated to Chungking, by mail to Tokyo.
