The American press carries an Associated Press report dated Berlin, March 20, stating that Japan’s “congratulations” were conveyed, by the Japanese Ambassador in Berlin, to the German Chancellor “on the newly acquired territory in Czechoslovakia”. Unless you perceive objection, please seek an early interview with the Minister for Foreign Affairs and inquire orally, as under instruction from and for the information of your Government, whether it is a fact that such congratulations were offered.
