The Chargé in Germany (Kirk) to the Secretary of State

1850. My 1676, October 11, 6 p.m.,5 and previous. The German Foreign Office in a note verbale dated October 25, received today, has advised [Page 831] the Embassy that preliminary Prize Court proceedings have been ordered and already initiated against the Estonian steamship Minna and its cellulose cargo consigned to the United States. The note states that this action has been taken on the grounds that the cargo is considered absolute contraband and that since the ship was to touch at a British port en route to the United States enemy destination is considered established (under article No. 23 of the prize law code).
