215. Embassy’s 163, October 28, 10 a.m. Foreign Office informs me that agreements with Great Britain and France relating to the contraband control will probably be signed next week.68 It will be [Page 788] necessary, however, to make separate arrangements with respect to certain articles such as nonferrous metals concerning which it has not been possible to reach a satisfactory understanding. It is understood that these arrangements will be similar in principle to the agreement relating to the import of French iron ore and the export of coal and coke from Belgium.
