The Norwegian Foreign Office today has handed me strictly confidential memorandum protesting strongly against British plans for the seizure on high seas of cargoes of German origin and [omission?] carried by neutral merchant vessels stating that only small amounts of German goods are shipped by Norwegian vessels, that such action would contravene rules of international law and that Norway reserves the right to compensation for losses resulting therefrom.
