2935. Department’s 1497, December 7, 6 p.m.⁷⁸ So far as ascertainable no American vessel which cleared from American ports after November 4 has entered a French port in the combat area.

Department’s 1478, December 2, 7 p.m.⁷⁹ was circulated to Consuls in France who were instructed to cable Department each entry contrary to Neutrality Act.
