As soon as you can conveniently assemble the opinion and reaction of important officials and individuals to the vote in the House of Representatives Friday night on the neutrality legislation8 I would like to have a report on the subject together with your own comment and appraisal of the effects of the vote on the policy of the government to which you are accredited and upon the European situation generally.
