The Chargé in Germany (Kirk) to the Secretary of State

My 1028, September 3, 10 a.m.21 Although no information has been published regarding the activities of the Soviet military [Page 478] plenipotentiary since his arrival in Berlin on September 3, there is a persistent rumor here, apparently emanating from German sources, to the effect that conversations have been in progress having to do with the conclusion of an active German-Russian military alliance. It has thus far been impossible to obtain any substantiation of this story and according to reports which I have received indirectly from certain Russian circles the Russian military delegation has manifested resentment of the alleged German initiative in spreading such rumors. Although I have been unable to ascertain his motives in doing so, I am informed again through Russian sources that General Acakajew22 applied for the documents necessary to enable him to leave Germany for Sweden en route to Moscow.
