The Secretary of State to Certain Diplomatic and Consular Officers in China and Japan98

Peiping’s 606, October 6, 6 p.m., Tokyo’s 640 [646], October 6, 9 a.m., and Tientsin’s 191, October 7, 5 p.m., and 192, October 8, noon,99 in regard to importation of radio equipment. The Department requests that Tokyo notify the Japanese Foreign Office that the proposed arrangements are not satisfactory and that the American Government reserves all rights in respect of losses suffered by American interests in consequence of enforcement by the provisional régime of any restrictions on the importation of American radio equipment.1
