The Consul General at Shanghai (Lockhart) to the Secretary of State

1075. My 1073, August 6, 3 p.m., to the Department.49 Japanese Consul General telephoned me this morning and stated that instructions issued from Shanghai to the military authorities at Wuhu not to interfere with the operation of the clinic. Hidaka expressed the view that the instructions would be effective in preventing further difficulties with reference to the Clinic. He stated that he believes the matter has already been amicably adjusted. If this does not prove to be correct, please advise me.
Sent to Nanking, repeated to the Ambassador, Peiping and Tokyo.
