272. Nanking’s 138, July 26, 11 a.m.,48 and subsequent telegrams in regard to the American Mission clinic at Wuhu, particularly Nanking’s 145, August 4, 2 p.m., which indicates that the Japanese military might take steps to close the clinic. The Department desires that the Embassy bring this matter vigorously to the attention of the Japanese Foreign Office and request that steps be taken promptly to forestall arbitrary and indefensible action by the Japanese military at Wuhu, which, if taken, would be a deliberate and clear violation of American rights, and to insure that the staff of the American Mission clinic shall suffer no further molestation from the Japanese military.
