441. Department’s 183, July 9, 4 p.m.,23 Scovel case. Japanese Embassy states it will soon give information in regard to punishment of the soldier in question. I expressed today to a Secretary of that Embassy the hope that the Japanese military authorities had taken appropriate and adequate steps to prevent assaults on American citizens.
