Your May 7, 10 a.m.10 In view of the fact that my colleagues, other than German and possibly Japanese, do not intend to comply with the Chinese request regarding land tax as stated in my telegram of May 7, 3 p.m.11 and confirmed to me again today, is it still desired that Americans be advised to comply with request and pay tax under protest?
