Your 160, March 14, 11 a.m. If, in your judgment, the note from the Chinese Foreign Office requires a reply, the Department suggests that you endeavor orally and informally to close the matter by placing before the Foreign Office the realities of the situation at Shanghai and the importance to the public both in Shanghai and abroad and to the interested radio companies of the continued operation of radio facilities. In this connection see Shanghai’s No. 1059, December 1, midnight,86 and ask Shanghai to repeat to you the Department’s 622, December 7, 6 p.m.86
The Department also suggests that you cause the Shanghai representative of the Mackay Radio and Telegraph Company to be informed of the substance of the note from the Ministry of Foreign Affairs.
