290. Your 538, August 16, 7 p.m. The Department approves of the action taken by the Embassy and of the procedure which you have in mind. In the event that it becomes necessary for you to take the case up with the Minister for Foreign Affairs it is suggested that, in addition to emphasizing the points outlined in the last paragraph of the Department’s previous telegram, you emphasize also the substantial reasons, as indicated by the Commander-in-Chief, for the Monocacy’s proceeding to Shanghai. As the Department is unable to anticipate what objection, other than that indicated in its previous telegram, the Japanese Government may raise to the proposed passage of the Monocacy, it is difficult at this time to offer you more precise instructions for your guidance.
