41. Reference your 64, January 12, 1 p.m.

The Department is inclined to share the views expressed in paragraph 6 of your telegram under reference and authorizes you to acquaint the British Chargé d’Affaires with those views and with the substance of the Department’s 28, January 11, 6 p.m., to you. You may, in your discretion, inform him that if the British insist upon adherence to the course outlined in the exchange of telegrams described in your 64, we will refrain from any action that might embarrass them.
2.
With reference to paragraph 5 of your telegram, you may use this instruction and the Department’s 28 as a basis for advising the Americans on the Council.
