Sir: I have the honor to acknowledge the receipt of the Department’s instruction of February 23, 1938,8 regarding the publication of Foreign Relations volumes and to report that the Embassy has been [Page 980] informed orally by the Secretary General of the Brazilian Ministry of Foreign Affairs that he perceives no objection, in principle, to the publication of Foreign Relations volumes which would include documents of a date closer to current events than the fifteen-year period now observed. The Embassy expects to receive written confirmation from the Ministry of this expression of opinion and will transmit it promptly to the Department.9
