The Acting Secretary of State to President Roosevelt

My Dear Mr. President: With reference to our telephone conversation of this morning, I am enclosing herewith for your consideration a suggestion of what you might wish to say at your press conference tomorrow with regard to the British-Italian Agreement.24

I have spoken on the telephone to the Secretary and he is in accord with the general lines of this suggestion.25
