563. My 535, June 20, 5 p.m.28 Protocol will be signed at noon on June 30. Australia, New Zealand, India and Canada will not sign [Page 916] as they did not participate in the discussions leading up to the escalation agreement. The Foreign Office will, however, deliver to the American and French Embassies four official communications on behalf of those Governments to indicate their concurrence. The British will at the same time deliver a note to the American Embassy, the text of which will follow that communicated in the Embassy’s 476, June 2, 8 p.m. On the same day the British and Germans will sign a protocol but no word has yet been received from Russia.
