Your 274, April 1, 11 a.m. At the outset of the discussions with regard to possible new limits on the size and armament of capital ships of sub-category (a) we shall take the position that in view of the lack of precise details with regard to construction in this sub-category [Page 908] by a non-Treaty Power it does not appear to us to be advisable to fix an upper limit of size of ships of this sub-category and of the calibre of guns which they may carry.
