My 136, February 16, 7 p.m.6 The Foreign Office advises me informally that in consultation with the Admiralty they have been giving very detailed consideration to the Japanese reply to our notes delivered at Tokyo on February 5. They hope to have informal discussions with ourselves and the French early next week in regard to future policy and action. The Foreign Office says that the British Government assume and hope that no action will be taken by the United States until an exchange of views can be effected.
