1403. From Rublee. We have been informed that the Brussels meeting with Pell and Cotton tomorrow has been canceled. Preliminary information received through our German intermediary here is that there were too many cooks; that the French had taken up the general problem and specific financial points with Ribbentrop; and that the latter had been obliged to take a position.
