The Foreign Office has been informed by the British Embassy at Berlin that economic and financial experts of the German Government have been put to work on a memorandum of a possible basis of discussion with me. This memeorandum will be submitted to Goering, who will discuss it with Von Ribbentrop when a decision will be taken whether I will be received.
2.
We have heard from a responsible German source here that Goering has the matter in hand, and that his final decision will be determined by the possibility of Germany obtaining economic and financial advantages in negotiation with the Intergovernmental Committee.

In the event that the German Government agrees to receive me, I should welcome an opportunity to confer with Geist51 in strictest confidence here before I go to Berlin. [Rublee.]
