636. For Rublee. Your 1209, October 19, 5 p.m. We have no reason for sharing the pessimism expressed by the Foreign Office and we do not consider the procedure outlined in your telegram under reference advisable. We are instructing Wilson42 to make clear to the German Government that no sensational developments are anticipated from your visit, which is intended merely to ascertain whether or not the possibility exists for a mutually satisfactory arrangement to be sought in subsequent conversations.
