We fully appreciate the position of the countries of temporary refuge and certainly have no desire to discriminate against those emigrants coming within the scope of the committee who are now in their territory. Our position is rather that we wish the full weight of the Committee’s influence to be used to assist both categories. We are fully prepared to cooperate with the High Commissioner on this broad basis provided that he is willing to cooperate in a similar spirit with the Committee and provided his terms of reference will permit him to do so.

We are by no means predicating our policy solely on the success of negotiations with Germany, in which success must at best be only relative, and hope that you will be able to discourage that impression.
