94. Your 274, September 29, 5 p.m. For the Department’s information please telegraph replies to the following inquiries:
- 1.
- At what time was the telegram conveying the President’s message to the Duce received by the Embassy?
- 2.
- In your reference to the fact that the Foreign Office, and probably the Duce himself, knew before 10 a.m. on the following day that such a message had arrived, do you mean that the contents of the message were communicated by the Embassy to the Foreign Office [Page 702] before the message was actually delivered by yourself, or was the Foreign Minister merely informed of the gist of the message?
The Department desires this information in order to make certain exactly when Mussolini was informed of the President’s appeal to him.
