My telegram No. 536, September 30, 1 p.m. Supplementing this Mamblas informed me today that the representative of the Friends organization should get in touch with General Espinosa de los Monteros, the Under-Secretary of State. Would suggest that the representative of the Red Cross [apparent omission] tactful and yet firm since I suspect a disposition to claim flour entirely out of proportion to the need merely to deprive the other side where the need is real.
