My telegram number 534, September 28, 1 p.m.⁴⁹ Viscount Mamblas⁵⁰ telephoned me last night that Burgos will cooperate with Friends Committee on the Red Cross flour and is very appreciative of the offer. Letter probably will reach me in a day or so from Burgos but with Mamblas’ assurance the Red Cross may proceed as planned.
