The Vice Consul at Barcelona (Flood) to the Secretary of State

My May 2, 11 a.m.⁴⁷ Robert Minor⁴⁸ assures me that after prolonged conversations of a strictly informal nature with officials of the International Brigades he has brought the matter of the return of passports of American volunteers to a point where a request to the Ministry of State would bring satisfactory results. He states that he has already mentioned the matter conversationally to Alvarez del Vayo.⁴⁹

Does the Department wish to authorize the Embassy to take up the question with the Ministry of State?
