437. Your 929, April 3, 11 a.m. We know of no steps under consideration to repeal or amend legislation prohibiting exportation of arms, ammunition and implements of war to Spain. Repeal of Joint Resolution of Congress of January 8, 1937⁴¹ which specifically prohibits such exportations during existence of present state of civil strife in Spain, would require congressional action, probably including preliminary hearings before committees. Such action is not in prospect.
