89. Department’s telegram No. 48, September 4, 3 p.m. The Foreign Minister in an interview today expressed his perfect understanding of the Department’s point of view and promised to study the matter in the hope of finding a satisfactory solution. He intimated that he might be willing to propose as a compromise the removal of the 30 percent surcharge from products originating in Puerto Rico and the Virgin Islands while transshipped goods would continue to pay the surcharge. I believe this is as far as he would be willing or able to go.
