The Minister in Paraguay ( Howard ) to the Secretary of State

12. My 11, August 12, 10 a.m. In an interview with Minister for Foreign Affairs this morning he stated that a number of army officers [Page 720] have been in a state of unrest and that some with their troops are in control at Cosado and Concepción. He maintains that this has nothing to do with Chaco but is being done in conjunction with liberal elements outside the country to prevent the holding of the Eucharistic Congress next week and holds that a successful congress would effectively explode liberal contention that Paraguay is not well run; suppresses religious freedom; and is Communistic. He alleges that the Government is not alarmed and labeled that uprising as a pimple.
