177. Department’s 129, July 3, 2 p.m. Informal intimations from Beteta41 are that proposed decree will require payment of percentage of the value of all oil production whether out of land covered by original concessions or confirmatory concessions. It is reported without confirmation that a figure of about 10% of the gross value of production is being considered.
In the course of an informal conversation with Licenciado Villalobos, Minister of Labor, yesterday he informed me that he is making efforts to avoid strike in Cerro Azul fields and is hopeful of a satisfactory outcome.
