14. My despatches 453 of March 24, and 465 of April 7.61 The Foreign Minister informed me today that exchange of notes62 effecting modus vivendi pending consummation of Franco-Haitian commercial treaty negotiations had just been signed. The modus vivendi gives Haiti a quota of approximately 37,000 sacks of coffee to be shipped from here between now and September 1; the French get straight minimum tariff treatment and there is no mention of an avenant or of specific tariff reductions for additional non-specialty articles.
