For Duggan.24 Cramp and I have arranged by telephone that the Foreign Offices of Nicaragua and Honduras are to talk by telephone [Page 66] at 4 this afternoon to arrange simultaneous presentation of assurances that troops will not be moved, covering the following points: hour of presentations, form and extent of assurances, appropriate publicity.
