Legation’s despatch 515 of July 7, and telegram 41, July 9, noon.37 Eberstadt has since telegraphed De la Rue that he thought it would take him until about September 1, to push his preparatory work to the point where he could come down here with a fairly definite proposition. Leger feels that it is undesirable to wait that long before even beginning negotiations and accordingly he has sent another message to Eberstadt asking him to come down in the near future even if his proposition has not yet taken definite shape, emphasizing that it seems preferable that there should be discussion of the nature of the security contemplated for the proposed bond issue before Eberstadt’s plans are further advanced.
