The Brazilian Chargé ( Bueno do Prado ) to the Secretary of State

[Translation]

Mr. Secretary of State: Some months ago, Ambassador Oswaldo Aranha began confidential negotiations with the Department of State for the purpose of obtaining the assistance of the American Navy to the Brazilian Navy for the building of warships in Brazil.

As a consequence of those negotiations, a project was prepared between the Ministry of the Navy of Brazil and the Navy Department of the United States of America, through the American Naval Mission in Brazil,69 for the building, in my country, of three destroyers of 1500 tons, with materials purchased in the United States of America, and using, for such purpose, plans furnished by the said American Navy Department.

By the instructions I have just received from my Government, I am authorized to communicate to Your Excellency that the above mentioned project has been approved and at the same time to request the Department of State to use its good offices with the Navy Department in order that it may be put into execution and carried to a successful conclusion.

I should be very grateful to Your Excellency for the steps you may be good enough to take to that end.
