80. Referring to Department’s telegram No. 38, December 13, 8 p.m., the message contained in my telegram 78, December 12, noon, was transmitted textually. Since Dr. Baldivieso had already resigned there was no comment on either side. To clarify situation I am seeking early appointment with new Minister.
