The Secretary of State to the Minister in Ecuador (Gonzalez)

Your 24, May 7, 6 p.m. The Ecuadoran Ambassador referred to this matter three times—once to the President last June, and twice to Mr. Welles,7 the first time after he saw the President in June, the second time following his recent trip to Quito. On all occasions the Ambassador merely referred to the statements made by Mr. Fletcher as reported by the Ecuadoran Minister to his Government, and indicated the confidence of his Government that the United States would take every proper step to assist in the settlement of the boundary dispute. The Ambassador has been informed in reply that his Government can be assured of course of the friendly disposition of this Government, which has been, and which will continue to be, made manifest in every appropriate and practicable manner.

You may, if further inquiry is made of you, repeat to the President and Minister for Foreign Affairs the Department’s attitude as set forth to the Ambassador.
