56. For Braden. Inasmuch as the change of government in Bolivia was effected by a coup d’état without any semblance of conformity to the constitution, the Department believes that recognition is necessary. The Busch régime has already given evidence of its desire to honor its international engagements. Upon receipt of information that the Busch régime is maintaining public order and is effectively administering the Government, and after consultation with the other governments represented upon the Chaco Committee, this Government will probably proceed at once to give consideration to according recognition.
