167. Department’s 83, September 3, 1 p.m. The Embassy has already discussed the subject informally with the Ministry of Finance and I expect to discuss it personally with the Minister⁴ himself in a day or two.

In these circumstances, I hope that if an affirmative decision to begin negotiations is reached that no intimation thereof will be given the Argentine representatives and no announcement made before previous discussion with this Embassy; otherwise what I consider a strong point in our position would be lost.
