The Minister in Siam, (Neville) to the Secretary of State

29. My telegram number 28, October 17 , 9 p.m. The Government here is extremely anxious to have treaty assuring fiscal and judicial autonomy signed before elections November 7th., being apprehensive of domestic complications if the opposition elements make political capital of the delay. The Legation is unable to estimate the weight of these apprehensions but they appear to be a real factor in the minds of the Minister of Foreign Affairs and some others.
If we consistently can we might well accede to the Siamese desires, particularly as I understand the Japanese are inclined to and may be in a position to do so.
