The Ambassador in China ( Johnson ) to the Secretary of State

80. Department’s 18, January 30, 3 p.m. concerning Russian issue of reorganization loan. Under my instructions Paxton90 saw Jabin Hsu, Director of Domestic Affairs of the Ministry of Finance, and with my approval has furnished to him copies of the letters dated June 5, 1936 signed by W. E. Hurry and July 15, 1936 signed by Sir Leonard Franklin,91 showing that British bondholders have received 30 percent [Page 665] of face value stating Hsu promised to look into the matter. Further developments will be reported.
